            ค่าโง่ทางปัญญาและนโยบาย : กรณีการขอขึ้นทะเบียนมรดกโลกร่วมกับกัมพูชา

       ย้อนกลับไปช่วงปลายปีที่แล้ว ปัญหาที่กำลังสร้างความยุ่งยากรุมเร้าอยู่ในขณะนี้ส่วนสำคัญมีสาเหตุมาจากคนไทยเอง และรัฐบาลไทยในอดีตด้วย   ผมใจสลายไปแล้วหนึ่งครั้งกับกรณีที่รัฐบาลนายสมัคร สุนทรเวช และ รัฐมนตรีว่าการกระทรวงการต่างประเทศคือ นายนพดล ปัทมะ ได้สนับสนุนทั้งทางตรงและทางทางอ้อมให้รัฐบาลกัมพูชาขอขึ้นทะเบียนปราสาทเขาพระวิหารเป็นมรดกโลกแต่เพียงฝ่ายเดียวได้ ทั้งที่ผิดหลักการประวัติศาสตร์ และทางกายภาพภูมิศาสตร์อย่างสิ้นเชิง จนเกิดความขัดแย้งในสังคมอย่างกว้างขวางและบานปลายไปกระทบกระเทือนด้านต่างๆด้วย   ซึ่งต่อมาการที่นายปองพล อดิเรกสารไปเซ็นข้อตกลงในการปรับปรุงพื้นที่ 4.6 ตารางกิโลเมตร หรือขนาดพื้นที่เท่าสนามหลวง 39 ผืน โดยมี 7 ชาติ รวมทั้งไทยและกัมพูชา ร่วมกันปรับปรุงภูมิทัศน์เพื่อใช้เป็นพื้นที่แนวกันชนใช้ร่วมกัน เอาง่ายๆ เป็นพื้นที่ส่วนรวม   ตกลงประเทศไทยเสียไป 2 อย่างแล้ว คือหนึ่งเสียปราสาทพระวิหาร สองจะเสียพื้นที่อีกสองพันแปดร้อยไร่เศษ
       แต่นั่นไม่ใช่ฝันร้ายของคนไทยเท่านั้น   รัฐบาลไทยต้องเสียเงินช่วยเหลือในการปรับปรุงและอื่นๆ อีกโดยรัฐบาลไม่ได้อะไรกลับมาเลย   คนที่ได้เป็นเพียงกลุ่มทุนบางกลุ่มเท่านั้นเอง     ถ้าใครจะบอกว่าชาวบ้านในบริเวณนั้นและเศรษฐกิจไทยจะดีขึ้นจากการที่นักท่องเที่ยวมาเที่ยวปราสาทพระวิหาร    ผมขอบอกตามตรงคนๆนั้นวิสัยทัศน์แคบจนถึงขั้นโง่พอสมควร     การที่รัฐบาลสมัยจอมพลสฤษดิ์   ธนะรัชต์ ได้ยื่นสงวนสิทธิ์ในคำตัดสินของศาลโลกในอดีต   ไม่ได้หมายความว่าเราจะเสียสิทธิในปราสาทพระวิหารนั้น   เพียงแต่เราเสียสิทธิการครอบครองนั้นไปชั่วคราว(ซึ่งก็ 50ปีแล้ว)   เมื่อเรามีหลักฐานใหม่ที่สามารถต่อสู้อ้างสิทธิการเป็นเจ้าของได้   ประเทศไทยก็สามารถใช้สิทธิยื่นต่อศาลโลกเพื่อพิจารณากรณีนี้ใหม่ได้
       ผมเป็นประชาชนคนไทยคนหนึ่ง   เคยนำข้อมูลดีๆ ที่สามารถเป็นทางออกให้ประเทศไทยได้นำเสนอทั้งฝ่ายบริหาร และผู้บริหารที่มีศักยภาพพอที่จะสามารถช่วยกันคนละไม้ละมือได้    แต่ไปหนแห่งใดก็ได้รับการปฏิเสธ    ผมเคยคิดนะว่า..พวกคุณมีสามัญสำนึกสาธารณะกันบ้างหรือไม่
       หากเราจะพิจารณาในอีกมุมมองหนึ่งต่อยูเนสโก กรณีมีความเห็นชอบให้กัมพูชาขึ้นทะเบียนประสาทพระวิหารเป็นมรดกโลกเพียงฝ่ายเดียวได้สร้างมลทินและเป็นความผิดพลาดอย่างใหญ่หลวงให้กับองค์กรแห่งนี้ที่มีเจตนารมณ์ในด้านส่งเสริมสันติภาพและความร่วมมือของนานาชาติ
       หลังจากการขึ้นทะเบียนของกัมพูชาดังที่กล่าวมาข้างต้นแล้วนั้น     ก็ทำให้ทั้ง 2 ประเทศเกิดความตึงเครียดบริเวณชายแดนของทั้งสองฝ่าย เกิดการปะทะทำให้มีผู้เสียชีวิตและบาดเจ็บมาอย่างต่อเนื่อง และยังมีความเป็นไปได้ว่าหากสถานการณ์ยังคงดำรงอยู่แบบนี้ต่อไป โอกาสที่จะบานปลายจนกลายเป็นสงครามก็เป็นไปได้   คงไม่มีใครกล้าที่จะปฏิเสธได้ว่าไม่มีสงครามระหว่างประเทศเกิดขึ้น
       ซึ่งในปัจจุบันนี้สถานการณ์ยังคงมีความตึงเครียด มีการปะทะ การประสานทางการทูตระหว่างประเทศล้มเหลว     ผลที่เลวร้ายที่สุดหากเกิดสงครามขึ้นมาอย่างหลีกเลี่ยงไม่ได้ องค์การยูเนสโกจะต้องเป็นผู้มีส่วนเกี่ยวข้องและร่วมรับผิดชอบด้วย เพราะการพิจารณาและตัดสินการขึ้นทะเบียนมรดกโลกส่งผลไปในแนวทางโน้มเอียงไม่เสมอภาคเป็นต้นตอของปัญหาในครั้งนี้คือ องค์กรที่ส่งเสริมความร่วมมือของมนุษยชาติในด้านวัฒนธรรม...องค์การยูเนสโก
       ปัจจุบันกาล ความกลียุคเริ่มขยายกว้าง ความมืดมนเหมือนดังม่านบังตา ความอ่อนด้อยบังใจ(ไม่รู้ว่าชั้นเชิงเป็นเลิศในการเรียกร้องผลประโยชน์ส่วนตนหรือเปล่า)    จึงทำให้ข้าราชการไทยหลายกระทรวงตามรอยออกญาจักรีชักศึกเข้าบ้านอีกแล้ว   กรณีจะนำเอาพื้นที่อุทยานและวนอุทยานมีพื้นที่ครอบครอบหลายจังหวัดเพื่อนำขอขึ้นทะเบียนร่วมกับปราสาทพระวิหาร    ซึ่งพื้นที่ที่จะนำขึ้นทะเบียนร่วมครั้งใหม่นี้มีพื้นที่ถึง 1.5 ล้านไร่   ผมอยากจะแนะนำให้ข้าราชการและรัฐบาลให้นำพื้นที่บ้านและทรัพย์สินของเขาขึ้นทะเบียนร่วมด้วยจัง
        มาถึงตอนนี้ผมคิดว่าไทยเสียปราสาทพระวิหารและพื้นที่ 4.6 ตารางกิโลเมตร น่าจะน้อยไปเสียแล้วล่ะครับ   เพราะหากบ้าจี้นำพื้นที่ 1.5 ล้านไร่ไปขอร่วมขึ้นทะเบียนมรดกโลก   ประเทศไทยจะเสียพื้นที่เหล่านั้นไปรวมทั้งพื้นที่เขตทับซ้อนอีก 46 จุดตลอดชายแดนลงไปถึงพื้นที่ทางทะเล   เพราะแผนที่ที่ใช้อ้างอิงในการขึ้นทะเบียนเป็นของกัมพูชา    ผมจึงกล้าที่จะบอกว่าไทยจะเสียค่าโง่ทางปัญญาและนโยบาย
